Anders als ein allgemeiner Spediteur, der Transporte organisiert und koordiniert, ist der Zollagent auf die zollrechtliche Abwicklung spezialisiert. Er vertritt Importeure und Exporteure gegenüber der Zollbehörde, erstellt und reicht Zollanmeldungen ein, nimmt die Einreihung von Waren in den Zolltarif vor und sorgt für die korrekte Berechnung und Entrichtung von Zöllen sowie Einfuhrumsatzsteuer. In vielen Ländern ist diese Tätigkeit an eine behördliche Zulassung oder einen Befähigungsnachweis geknüpft. Unternehmen beauftragen Zollagenten vor allem dann, wenn internes Fachwissen für komplexe Zollverfahren fehlt oder wenn die Vorschriften des Ziellandes besondere Kenntnisse erfordern. Nicht zu verwechseln ist der Zollagent mit dem Zolldeklaranten, der dieselbe Funktion als Angestellter eines Unternehmens ausübt, sowie mit dem Zollmakler – im nordamerikanischen Sprachgebrauch customs broker –, der einer weitgehend gleichwertigen, aber separat lizenzierten Funktion entspricht.
