Die Abgaben entstehen erst, wenn die Waren in den zollrechtlich freien Verkehr überführt oder einem anderen Zollverfahren zugeführt werden. Für Importeure, Distributoren und Grosshändler ist das Zolllager ein Instrument zur Liquiditätsschonung: Ware kann beschafft und bevorratet werden, ohne dass das Kapital für Zollabgaben gebunden ist, bis tatsächlicher Bedarf besteht. Betreiber benötigen eine behördliche Bewilligung, müssen eine lückenlose Lagerbuchhaltung führen und unterliegen regelmässigen Zollkontrollen. Nicht zu verwechseln ist das Zolllager mit dem Freilager oder der Freizone, die anderen rechtlichen Regimes unterliegen.
