Als wichtigster Handelshafen der pazifischen Ostküste Hokkaidos ist Kushiro Ko eng mit der Land- und Forstwirtschaft sowie der Fischerei der Region verbunden. Der Kushiro-Fluss teilt den Hafen in zwei Becken: Das Ostbecken schlägt Kohle und Stückgut um und bildet das Zentrum der Fischwirtschaft, während das tiefere Westbecken auf Getreide, Holzschnitzel, Molkereiprodukte, Papier und Zellstoff sowie Erdöl und Schweröl spezialisiert ist. Spezielle Kohle- und Getreideverlader sowie Holzschnitzel-Anlagen ergänzen die Krananlagen. 2011 wurde Kushiro zum strategischen internationalen Bulk-Hafen für Getreide bestimmt; insgesamt werden jährlich rund 23 Mio. Tonnen Ladung umgeschlagen, das Containerterminal bietet eine Kapazität von etwa 150'000 TEU. Das Hinterland erschliesst der Hafen über Strassen und Bahn Ost-Hokkaidos. Für umfangreichere Containerlinien und Fährverkehr bleibt Tomakomai an der Südküste Hokkaidos die leistungsfähigere Alternative.
