Surigao City lebt vom Roll-on/Roll-off- und Fährverkehr, weniger vom Containerumschlag: Der Hafen an der Nordspitze Mindanaos ist ein wichtiger Übergang zwischen der Insel und dem Rest der Philippinen. Strassen verbinden den Hafen mit dem Hinterland Mindanaos. Wer Container oder internationale Zollabfertigung benötigt, weicht auf Cagayan de Oro oder Davao aus.
